  1. Christy Thomas welcomed and explained the process of voting to fund disbursements

  2. Christy reviewed individual projects and funding requests. This was then brought forward for discussion/questions/input from the group. After each project discussion an informal vote was taken to approve or decline funding.

  3. Dickens Annex disbursements were discussed first followed by a short break. Dickens Main disbursements discussion began after the break (approx. 9:30pm)

  4. The motions to approve the PAC funding (and Gaming funding) for disbursements were as follows:
Dickens Annex - Kelly Maxwell moved to pass; Kerryn Williams seconded - all in favour
Dickens Main - Christy Thomas moved to pass; Kerryn Williams seconded - all in favour

In a nutshell:
The PAC voted to increase the budget to each school slightly and proportionately out of the PAC budget surplus. This allowed for full funding of Thanksgiving and Math (Dickens Annex) and funding of more General Funds requests from Dickens Main. At Dickens Main this year we had more General Funds requests than we had General Funds so we could not fully fund all requests.
Dickens Main has Gaming Funds still to be allocated. Discussions will be held at the next PAC Exec about disbursement of these funds.
ADDITIONAL INFO/ACTIONS following the meeting:
From Kelly Maxwell:
During the meeting, PAC voted an additional $200 of our budget surplus to be allocated to the Annex general funds. This $200 was disbursed, as the minutes reflect, to support the Thanksgiving and Math applications.
Then, in fairness, PAC allocated the same amount per capita to the main; that's (200/136)*465=683.82. This went into general funds at the main, again from our budget surplus.
After the meeting, I sought clarification from Gaming as to whether the DJs for dances would be suitable, and to check on terms for Gaming funding artists' visits. Ursula Cowland, ED of Gaming’s Licensing and Grants division responded that they consider the DJ for a dance as an extracurricular activity and it is therefore eligible for Gaming funds. Cowland addressed the artists’ visits as follows:
“And would the professional artist be augmenting the arts curriculum?  If so, then no.  If it just a nice thing for the students to hear, then you could.”
In light of that, I think that PAC would like to fund 2 x DJ dances with Gaming money as requested, $200 x 2 (we had left it at 1 x $200 because we were unsure if a Halloween dance would apply).
I would also like to suggest that we can fund the Pillows application at the main with gaming funds instead of general, because I think the terms of that application/project meet the definitions supplied by gaming. we have gaming funds available and could cover the full $225 requested.

These items will be brought to vote at the next PAC Exec meeting in November (Wed. Nov 13, 2013).

For ease of access below is an overview of disbursements per project. For more detailed budget breakdown refer to Kelly Maxell’s Budget Report 2013-2014 document attached.
